We’re only a month into the winter months and officially have two more months to go.   Unless you are living in Zone 8-10 there is nothing you can do outside.  It is the perfect time to plan your rose garden.  If you are getting garden catalogs in the mail, you can start browsing through them and start thinking of what roses to buy.  Since I’m on Zone 8, my rose orders have arrived already and ready to be planted.
